Following the first part, which addressed the jurisprudential review of five conditions of the general conditions of Wilayah, this part examines the remaining general conditions of Wilayah; namely, internal purity, intellectual perfection, courage—as the ruler's advisors must also not be fearful or weak-willed—magnanimity (Sharh al-Sadr)—which numerous verses and traditions have deemed essential for both guidance and governance/Wilayah—masculinity (Dhukuriyat)—which reason and tradition indicate as a requirement—lack of criminal record and notoriety for bad reputation, stability of character because it prevents instability in performing matters related to managing society, and finally, chivalry (Muruwwah), which is a complementary element of the condition of Wilayah, all of which are considered essential for the leadership of the Islamic society.

The method of reasoning with this narration is as follows: on the surface, "sa'inan linafsih" (guarding oneself) refers to the condition of justice, and "hafizan lidinih" (preserving his religion) refers to the piety of the scholar and jurist; however, "mukhalifan lihawah" [opposing one's own passions] expresses the condition of the jurist's inner purity, such that the world and none of its worldly affairs can cause him to commit disobedience; just as the Commander of the Faithful, Ali, peace be upon him, also said: «به خدا!اگر هفت اقلیم را با آنچه زیر آسمانهاست به من دهند،تا خدا را نافرمانی نمایم و پوست جوی را از مورچهای به ناروا بربایم، چنین نخواهم کرد»(Nahj al-Balagha, Sermon 422; Ibn Abi al-Hadid, 1407 AH, Vol. 11: 542).
