Essentially, the philosophy of politics in the sense of leadership and public management—including public organization and strategy, reducing and eliminating deficiencies and inconsistencies, and creating and increasing the efficiency of forces and the effectiveness of political and social system institutions, including productivity and efficacy—has been neglected. Today, the discussion of effectiveness is one of the important concepts in management and economics science, and in the field of government effectiveness, it is used under the title of political effectiveness, and the realization of the most important functions of government is measured by it. However, effectiveness in terms of yield, satisfaction, service, etc.; that is, reaching pre-determined goals, can be different depending on the objectives being targeted. Therefore, in this research, an attempt has been made to examine the effectiveness of government from the perspective of Imam Khomeini, as the architect and designer of the Islamic Republic system. In this regard, first, the explanation and analysis of 'political effectiveness' and its connection with other political concepts are addressed, and then political effectiveness and the ways to achieve it in an Islamic government are examined from his perspective.

In short, according to Imam Khomeini1, one of the indicators of government effectiveness is "serving the people"; just as he repeatedly reminded and emphasized after the revolution that the Islamic government must be in the service of the "underprivileged", the "oppressed", and the individuals of the nation.
In general, political effectiveness of the government from the perspective of the founder of the Islamic Revolution is the achievement of the goal of serving the people.
The desired perfection of His Eminence the Imam regarding the constitution was the compliance of all individuals and officials with it, and many times, both before the Islamic Revolution and after it, he emphasized the necessity of the rule of law in society and said: "All individuals, from the Holy Prophet9 to his caliphs and other individuals, are subject to the law forever" (Ibid, Vol. 3: 11).
