چکیده:
In order to formulate and implement an administrative improvement and transformation program in an organization, playing the triple roles of consultant, policymaker, program developer, and finally, the executor of the transformation program, will be essential for the human resources manager. In this regard, in order to create a strategy-oriented organization in the field of human resources, which is the main factor in achieving improvement and transformation of human resource management systems, the implementation of performance management systems in Iran Continental Shelf Oil Company was put on the agenda. In this research, the author presents their experiences in establishing a human resource performance management system based on scientific and empirical models. The present research will examine the necessities and objectives of designing and implementing the performance management system, the scientific foundations and models of the research, the implementation method, key success factors, and finally, compare the results of implementing the said plan in achieving organizational goals over the past two years. To create and develop the aforementioned systems, as a first step, creating commitment (1) by the human resources manager of Iran Continental Shelf Oil Company within the company's senior management through creating concern and the necessity for change is required. Subsequent steps include creating the model and work process, formulating the executive structure and appointing relevant trustees, and finally, formulating strategic documents, formulating and implementing programs, and designing, formulating, and implementing the evaluation system and progress control. This process ultimately led to the design of a local approach for appropriate foundation-laying and performing directed movement towards continuous improvement of activities, and finally, the establishment of a performance management system at the human resource management level of Iran Continental Shelf Oil Company.

Case study Scientific Foundations of Research Given that human resources management performance is subject to various variables characterized by multiple levels of complexity, therefore the human resources management of the Iran Continental Shelf Oil Company must, by utilizing the latest achievements in the field of management science and also considering the social, political, economic conditions and the national and organizational atmosphere, select a comprehensive theoretical framework1 that provides the possibility for executive actions for the implementers.
Organizational Learning Rules (Refer to the page image) Application of the model in implementation: The five aforementioned rules form the main basis for performance-based movement in the human resource management of Iran Continental Shelf Oil Company.
In order to formulate strategic documents at the level of human resource management units and evaluate their performance based on the strategic planning model that has been implemented in the human resource development management of the National Iranian Oil Company over the past years, the necessary programs were prepared.
