The present research was conducted with the aim of investigating the factors affecting the emergence of unethical behaviors in the workplace. Seventy-five employees from the state tax affairs organization responded to a questionnaire designed and prepared based on the four-dimensional model of factors affecting unethical behavior (individual characteristics/environmental characteristics/interaction between individual and environment/relationships among individuals). The results indicate that individual characteristics have the greatest impact on the emergence of unethical behaviors, while relationships and interactions among individuals have the least degree of influence. The implicit application of the obtained results for high-level employees of the organization, given their role in guiding and leading employees toward achieving organizational goals, is significant and has been mentioned in the discussion and conclusion section.
