چکیده:
Nowadays, given the importance of the presence and participation of all stakeholders in implementing tourism development programs, utilizing a desirable and integrated management model can enable us to formulate policies consistent with development programs, creating conditions for the presence and utilization of all social and material assets of the stakeholders in this industry by strengthening the participatory platforms of the private sector in the tourism market. Therefore, the aim of this research is to identify indicators and design a model of desirable governance in Iran's tourism industry. This research was conducted as an applied-developmental qualitative study based on the Grounded Theory method, and its statistical population included university professors in the field of tourism management, organizational managers, members of parliament, and tourism industry activists. The statistical sample includes 26 individuals selected through a combination of purposive judgmental and snowball sampling methods. In-depth semi-structured interviews with pre-determined questions were conducted, comparing data through open, axial, and selective coding until the stage of theoretical saturation and the differentiation of sub-categories and main categories. Strauss and Corbin's (1998) grounded theory method was used to analyze the obtained data. The results show that 3 indicators—integrated management, security, and market-oriented attitude—emerged from the research as components of the desirable tourism governance model. This model is a new strategy for reforming existing management methods, and its consequence is sustainable development and employment in the tourism industry. At the end of the research, suggestions are made to the Ministry of Tourism to upgrade the Cultural Heritage and Tourism Organization, emphasizing integrated management in the organization's policymaking, in step with the participation of all government, private, and association sectors in Iran.

Desirable tourism governance in Iran, by presenting causal conditions, actors (intermediaries), and internal and international intervening factors, expresses that the participation of all stakeholders and inter-sectoral cooperation between state and private organizations can be considered a turning point in the realm of policymaking and planning (Shahramfarvazandhesami, 1395).
The present research attempts, while identifying the dimensions and indicators of desirable governance in Iran's tourism industry, by understanding the necessity of rapid and effective changes in this industry, and while highlighting the role of other actors, to provide a way for the participation of all government institutions, private sector tourism market activists, and professional associations.
Pilevari (1394), by presenting a model for evaluating good urban governance in Tehran Municipality District 10, refers to 7 key indicators and provides participatory solutions for the private sector, policymakers, and citizens in the development of urban planning implementation policies.
