Culture is one of the controversial theoretical topics in organizations, and despite researchers' efforts to describe this phenomenon delicately, many problems still exist in understanding its nature. The present research aims to take a step towards improving the understanding of the complex concept of culture by designing a model in this field. This research is a mixed-method study, exploratory in terms of method, and developmental and applied in terms of purpose. To carry out this research, after examining philosophical and paradigmatic foundations and selecting pragmatism as a suitable basis, existing domestic and foreign articles related to the subject were widely studied, and 60 dimensions of culture were extracted from them. Then, in order to achieve unifying knowledge alongside the resulting plurality, relying on the characteristics of the concept of organizational culture, these dimensions were established in the form of a conceptual metaphorical model, entitled "The Galactic Model," and to achieve this goal, all dimensions were categorized in a focus group session consisting of managers of the Mohammad Rasul Allah(PBUH) Research Tower. To measure the validity of the model, the opinions of twenty experts in organizational culture were used, and Kappa index was used to measure reliability. A brief look at this model can reduce theoretical disagreements in this field and open a new window for understanding this concept to thinkers and theorists.

The method of conducting this two-hour focus session was that, in the first 90 minutes, while reviewing the purpose of the study and the mission, structure, and processes of the Research Tower, the managers were asked to score 20 cultural dimensions extracted from the comprehensive culture model (creativity and innovation, risk-taking, emphasis on flexibility, relationship-oriented, competition-oriented, emphasis on participation, focus on hierarchy, attention to leadership style, strategic thinking, emphasis on cohesion and integration, attention to human resources, emphasis on performance, emphasis on learning, customer orientation, internal/external focus, teamwork, economic emphasis, attention to conflict phenomena, focus on production, change-orientation) based on their importance in developing three factors: strategic planning, organizational structure formation, and organizational process arrangement.
